Quebec has conducted another major immigration selection round under the Programme de sélection des travailleurs qualifiés (PSTQ), inviting 2,555 foreign workers across multiple economic immigration streams.
The April 30 draw was held by Quebec’s Ministry of Immigration, Francization and Integration (MIFI) and included invitations across all four PSTQ pathways.
The latest round targeted highly qualified professionals, trades workers, regulated occupation candidates and exceptional talent applicants already contributing to Quebec’s labour market.

The Regulated Professions category emerged as the largest stream in this draw.
Stream 1: Highly Qualified and Specialized Skills
A total of 983 invitations were issued under this stream.
Candidates needed:
- Employment in TEER 0, 1 or 2 occupations;
- Minimum 12 months of Quebec work experience;
- Competitive scores;
- Quebec diplomas in selected exercises.
Quebec prioritized workers in occupations facing labour shortages and candidates with local educational credentials.
Stream 2: Intermediate and Manual Skills
Quebec invited 506 candidates under Stream 2 for workers employed in TEER 3 to 5 occupations.
The stream mainly targeted labour market sectors experiencing workforce shortages, including:
- Construction;
- Manufacturing;
- Transportation;
- Service industries.
Applicants required local work experience and minimum score thresholds.
Stream 3: Regulated Professions
The province issued 1,058 invitations under the Regulated Professions stream.
The draw targeted:
- Healthcare workers;
- Physicians;
- Licensed professionals;
- Priority regulated occupations.
Some categories also required French-speaking ability at level 5 or higher.
Physician candidates authorized to practice in Quebec received invitations without minimum score requirements.
Stream 4: Exceptional Talent
Under the Exceptional Talent stream, Quebec issued 8 invitations to candidates with internationally recognized achievements and advanced qualifications.
Applicants required:
- Exceptional achievement documentation;
- Extensive work experience;
- Doctorate-level education in some exercises.
