Canada Plans to Replace Express Entry Programs with a New Immigration System

Canada is set to introduce a major transformation to its immigration system, as Immigration, Refugees and Citizenship Canada (IRCC) proposes replacing the current Express Entry programs with a single, simplified pathway.

The proposal was highlighted in IRCC’s Forward Regulatory Plan for 2026–2028, which outlines key immigration reforms expected in the coming years.

What Changes Are Being Proposed?

Under the proposed plan, Canada may:

  • Remove existing Express Entry programs:
    • Federal Skilled Worker Class (FSWC)
    • Canadian Experience Class (CEC)
    • Federal Skilled Trades Class (FSTC)
  • Launch a new unified immigration program with streamlined eligibility criteria

Although full details of the new system have not yet been revealed, the goal is to make the immigration process more efficient and easier to understand.

Why This Matters

IRCC aims to build a more flexible and inclusive system that can better respond to Canada’s labour market needs. The new structure is expected to attract a wider range of skilled workers and support economic growth across industries.

At the same time, simplifying the requirements could make it easier for applicants, employers, and immigration partners to navigate the system.

Still in Proposal Stage

It is important to note that these changes are not final yet. IRCC has confirmed that consultations with the public and key stakeholders will begin in Spring 2026. More detailed updates are expected to be shared during this phase.

If approved, this would be one of the biggest changes to Canada’s immigration system since Express Entry was first introduced in 2015.

Express Entry at a Glance

Express Entry is Canada’s main system for managing permanent residence applications under economic immigration programs. In 2025, a total of 117,998 invitations to apply (ITAs) were issued through various Express Entry draws.

How the Current System Works

Candidates must first qualify under one of the existing programs to enter the Express Entry pool. Once inside, they are ranked using the Comprehensive Ranking System (CRS).

Top-ranking candidates receive Invitations to Apply (ITAs) and have 60 days to submit a complete application with supporting documents. Most applications are processed within six months.

Current Express Entry Programs

The system currently includes three main pathways:

  • Canadian Experience Class (CEC): For individuals with recent skilled work experience in Canada
  • Federal Skilled Worker Program (FSWP): For skilled professionals with relevant work experience and qualifications
  • Federal Skilled Trades Program (FSTP): For skilled trades workers with required experience and certifications

Canada’s proposed move toward a single immigration program signals a shift toward a more modern and streamlined system. While details are still emerging, this reform could significantly impact how skilled workers apply for permanent residence in the future.
